Seven people were killed when a bus veered off a bridge and into a river in Russia’s second-largest city, St. Petersburg, authorities said on Friday.

Surveillance footage released by Russian media showed the bus traveling at high speed, making a sharp turn, running onto a bridge, colliding with another vehicle, and then crashing through a fence and into the water.

St. Petersburg authorities announced that the bus owner was fined 23 times for various violations. Most of the city’s bus services are operated by private companies.

The bus driver was detained by police. According to Russian media, his wife said her managers forced her to work the morning shift after she had worked 20 hours the previous day and had virtually no rest.
