House increases security budget for members’ homes and protection services.

Security Funding for U.S. Homes

Every household in the U.S. is set to receive funds of up to $20,000 to install or upgrade security systems, along with a monthly allocation of $5,000 to hire private security teams, by September 2025, as announced by House Trustees on Tuesday.

This comes following the tragic assassination of Minnesota Senator Melissa Hortman (DFL-Brooklyn Park) and her spouse, Mark Hortman, on June 14, over five weeks ago, at their home near Minneapolis.

According to the USCP Threat Assessment section, there were 9,474 recorded “statements and direct threats” made against congressional members in 2024.

The suspect, Vance Luther Boerter, is facing the potential for a death sentence following charges from a July 15 trial linked to Federal University Ju. His legal representative indicated that he intends to plead not guilty to all charges; Boerter was apprehended in Minneapolis on September 12.

Boerter is implicated in a disturbing plot to murder at least seven Minnesota legislators and their families, which occurred on June 14. The FBI reports that Boerter fired nine shots at a suburban residence, resulting in the death of Senator and his wife, Yvette. He also forced entry into Hortman’s home, leading to the death of her husband, a former Minnesota House Speaker, and their golden retriever, according to FBI accounts.

Boerter allegedly disguised as law enforcement and operated a vehicle transformed to resemble a police car. The FBI found a hit list in his vehicle that included more than 45 lawmakers, predominantly from the Democratic Party across six states.

$5,000 Monthly Allocations

The House Trustees stated, “This upgraded member security framework is designed to fill security gaps and ease concerns for elected officials while they fulfill their duties, particularly in their districts.”

“The plan will boost the limits of the Lifetime Housing Security Program to $20,000 per member, installing more advanced security systems in homes, which helps address rising security equipment costs since the program’s inception.” A circular outlining these changes was distributed to all residential members; previously, the limit was set at $10,000.

Moreover, funding for monitoring and maintenance will escalate from $150 monthly to $5,000. Members can leverage these funds to enlist licensed and insured professionals for personal security throughout the remainder of the 2015 fiscal year.

As part of this initiative, the House Security Assistance Authorization Program will collaborate with the U.S. Capitol Police to establish agreements with local police departments in every member’s district. These local agencies can offer additional financial support in the event of a threat, as mentioned in the memo.

In recent years, Capitol police have noted a significant uptick in threats directed toward congressional members. The USCP Threat Assessment section investigated over 9,000 threats in 2024, marking an 18% rise from the previous year. Following the events of January 6, 2021, threats have seen an increase each year since 2017, except for 2022.

House Speaker Mike Johnson (R-La.) announced that the annual August recess would begin post the last House vote on July 23, with the House reconvening on September 2 after the Labor Day break.
