Trump Issues Three Executive Orders on AI at Summit

Trump Signs Executive Orders on Artificial Intelligence

President Trump has enacted three executive orders focused on artificial intelligence, following his comments during the AI Summit in Washington, D.C.

One of the orders expedites the process for establishing data center infrastructure. This initiative aims to streamline data center construction. Commerce Secretary Howard Luttonick mentioned that efforts will kick off to provide financial support through loans, grants, and tax incentives for qualifying projects.

The White House noted that eligible projects encompass data centers requiring a new load of 100 megawatts, semiconductor facilities, networking equipment, and related infrastructure as selected by various cabinet members, including the Secretaries of Defense and Interior.

Additionally, the measures roll back certain regulations from the Biden administration intended to limit development on federal lands designated for data centers.

Will Scharf pointed out that another executive order promotes the export of American AI technologies. This order is designed to bolster overseas sales of U.S. AI models, facilitating broader international trade in this sector.

According to the White House, this effort will support the establishment of an American AI export program that focuses on developing comprehensive AI export packages.

The third order is titled “Preventing Woke AI in the Federal Government.” Its purpose is to ensure that AI models used by the government are truthful and ideologically neutral, with the aim of preventing the influence of certain ideologies, such as diversity, equity, and inclusion.

  • This directive requires agency heads to utilize large language models (LLMs) that comply with defined “unbiased AI principles,” emphasizing truth-seeking and neutrality.
    • Truth-seeking entails prioritizing historical accuracy, scientific research, objectivity, and recognizing uncertainty when information is incomplete.
    • Ideological neutrality stipulates that LLMs should not favor any ideological perspectives, ensuring developers do not intentionally embed partisan judgments in their outputs.

During the summit, Trump highlighted the necessity for the U.S. to lead in the field of artificial intelligence.

He noted, “Whether we like it or not, we are engaged in a rapid competition to define this groundbreaking technology that will shape the future of civilization.” He stressed, “Thanks to the creativity of Silicon Valley, America initiated the AI race, and as President, I declare that we will win it.”
