If there isn’t swift action from Washington, the content pushed by TikTok could inadvertently shape the beliefs of young Americans, possibly promoting skewed perspectives that align more with Beijing’s interests, jeopardizing U.S. national security.

While there aren’t definitive proofs, TikTok may serve as a potential channel for intelligence gathering. The parent company insists on its commitment to U.S. security, but it is, legally speaking, obligated to cooperate with the Chinese Communist Party.

It’s likely that China utilizes TikTok to track public sentiment. In January 2023, an agreement was reached for TikTok to keep all data within the U.S., though there have been reports of possible data leaks.

With around 170 million U.S. users, TikTok provides Beijing valuable insights into American opinions, which could be critical in evaluating U.S. responses in geopolitical conflicts, like those regarding Taiwan.

However, the impact of TikTok on American youth extends beyond data collection—it’s also about influence. Initial studies indicate that this influence might already be underway.

A study from Rutgers found that TikTok is downplaying negative narratives around sensitive subjects like Tibet, Tiananmen Square, and Uyghur rights. Users who engage heavily with the platform reported increasingly favorable views about China’s human rights practices and a growing interest in visiting China.

This suggests that TikTok’s algorithm may be blocking independent narratives, creating a skewed representation that could alter public perception.

Such algorithmic influence could stir U.S. politics, feeding divisions and diminishing national unity. There’s a real risk that TikTok could act more as a tool for discord rather than as a medium for support.

In the upcoming 2024 election, strategies indicate TikTok could play a role in shifting young voters’ support—particularly as President Biden’s popularity wanes, and even as support for former President Trump appeared to rise among younger demographics.

Yet, in just a few months post-inauguration, there’s been a significant decline in youth support for Trump—by as much as 27 points.

Many factors are in play, but TikTok’s ability to amplify feelings of alienation and quickly fluctuating emotions is concerning. It’s troubling for China to hold a position where it can subtly shape American public discourse, especially reinforcing grievances.

It’s striking to note that while Beijing manipulates perceptions among U.S. youth, it simultaneously takes measures to protect its own from similar content. For instance, the Chinese version of TikTok imposes strict time limits on underage users, capping their usage at 40 minutes a day and restricting access during nighttime hours.

This stark contrast highlights how China presents curated content while ensuring its youth are shielded from it.

TikTok’s capacity to influence both public and elite opinion is profound, especially through targeted content delivery.

Given the platform’s reach and its potentially negative implications, one can’t ignore the possibility that China’s security entities are refining TikTok’s algorithms to focus on specific audiences.

This targeting makes it even tougher to identify manipulative efforts aimed at elite opinion compared to broader public sentiment.

U.S. leaders across the political spectrum have failed to adequately address this platform’s risks.

The recent decision allowing President Trump to sidestep regulations preventing American firms from working with TikTok poses a pressing danger to both U.S. national and economic security.

At a minimum, it’s crucial for the U.S. to bar any engagement with TikTok’s algorithm if it’s managed by entities affiliated with Beijing.

Policymakers may also need to push for broader regulations, such as restricting screen time on short video platforms for minors.

This situation feels precarious and alarming. Young Americans seem to be unwittingly confronting algorithms that could serve as tools for Chinese intelligence.

This creates a scenario that risks undermining the cognitive and civic foundations of American leadership.
