Texas Governor Orders Arrest of Democrat Lawmakers

Governor Greg Abbott of Texas made a significant announcement on Monday, stating that he has instructed state police to detain all Democrat lawmakers who have left the state to prevent a vote on redistricting congressional maps.

At least 51 Democratic legislators abandoned Texas and traveled to states like Illinois, New York, and Massachusetts. Their aim? To deny the necessary two-thirds quorum for the session, which means at least 100 out of 150 members must be present to pass a bill. They hope to delay a GOP-backed redistricting plan that could secure five additional Republican congressional seats in the upcoming 2026 midterms.

The full list of those who fled hasn’t been disclosed, but some key figures have emerged in various reports.

  • Gene Wu, Chair of the House Democratic Caucus (D-Houston).
  • Trey Martinez Fischer, a Vice Chair of the House Redistricting Committee, was identified as part of the traveling group to Illinois.
  • Jolanda Jones (D-Houston) openly supported the walkout, arguing that Republican claims about arrest threats were exaggerated.
  • John Bucy III (D-Austin) expressed doubt that Abbott’s tactics would bring Democrats back.

Without a two-thirds majority, the Texas House cannot pass any bills, leaving essential legislation like flood relief, anti-human trafficking efforts, and abortion pill restrictions in limbo.

Josh Rush Nisenson, a spokesperson for the Texas Democratic Caucus, confirmed that their exodus was a strategic move to block the redistricting vote.

Abbott criticized the absent lawmakers, suggesting their actions were preventing flood victims from accessing urgent support. He stated they were neglecting their responsibilities to the people of Texas.

“Texas House Democrats abandoned their duty to Texans,” Abbott remarked. “By fleeing, they are holding critical legislation hostage.” He announced that the Texas Department of Public Safety has been ordered to find, arrest, and return any missing lawmakers to the House chamber.

While House Caucus Chair Gene Wu remained tight-lipped regarding how long they would stay outside Texas, he affirmed their determination.

“We will do whatever it takes. What that looks like, we don’t know,” Wu stated.

Illinois Governor J.B. Pritzker extended an invitation to the fleeing Texas Democrats, offering them a place to stay as long as necessary. He described their actions as courageous, asserting that they had no choice but to leave their state to safeguard their constituents.

There’s no clear timeline for how long the Texas Democrats will remain away, and they are accruing a daily fine of $500 for failing to fulfill their legislative duties. Civil arrest warrants issued by the Legislature Speaker are enforceable only within Texas.

Abbott has threatened to pursue removal from office for lawmakers who do not return by the special session’s conclusion on August 19. If enough Democrats come back, the quorum could be reinstated, enabling the House to resume its legislative agenda.
