Chinese National Sentenced for Smuggling to North Korea

On Tuesday, the Department of Justice (DOJ) announced that a Chinese national has been sentenced to eight years in prison for his involvement in smuggling weapons and sensitive technology into North Korea.

Shenghua Wen, originally from the People’s Republic of China, pled guilty to charges related to exporting firearms, ammunition, and other military supplies. He initially arrived in the United States on a student visa in 2012, but after it expired the following year, he remained in the country unlawfully. The DOJ noted that Wen acted under the direction of North Korean officials, and he has been in federal custody since December 2024.

The smuggling operation reportedly started in 2022 when North Korean authorities contacted Wen with instructions to procure and ship weapons and technology from the U.S. to North Korea. By 2023, he had begun sending weapon shipments from Long Beach, California, using false export documents to disguise the contents.

Additionally, Wen purchased a firearms business in Houston, which facilitated his operations as he acquired various weapons in Texas that were then sent overseas. He also attempted to obtain sensitive technologies, including thermal imaging systems and chemical threat detectors, for North Korea.

This case adds to a growing list of prosecutions related to North Korea, such as a recent instance in July where a North Korean IT worker was sentenced to over eight years for posing as a U.S. citizen to secure jobs with numerous American companies.
