Judge’s Shooting Tied to Allegations of Sexual Favors

A judge in rural Kentucky, who was shot last year by a local sheriff, supposedly had a plan that revolved around avoiding legal repercussions, as noted by accusers. They claim it involved seeking sexual favors from women.

Tia Adams told a news outlet that she participated in sex parties for District Court Judge Kevin Mullins and his friends, often in exchange for money or to help others evade trouble. According to Adams, Mullins cautioned her to stay silent about these activities.

She expressed fear of backlash from the legal system, feeling unable to refuse due to impacts from child protective services on her life. “They’ll make you feel degraded, like you don’t have power,” she shared, adding, “It felt like a consensus among us, but we were just kids and it was used against us later.”

“It seemed normal; everyone in town was part of it. Who would believe otherwise?” Adams lamented. However, it’s unclear if she had any criminal background or ties to CPS.

Sarah Davis, formerly a vice prison position at Letcher County Jail, mentioned she never observed sexual activities occurring but expressed her dismay at the situation.

Adams noted, “Most people know about it, especially since I was invited to a party myself and later worked at the county jail.” She described the jail atmosphere as akin to a “brothel,” where sexual encounters among staff and inmates happened.

Although Mullins once extended an invitation to Davis for a sex party, she declined, stating, “I was raised better than that.”

On September 19, 2024, Mullins was fatally shot in his office by former Sheriff Shawn “Mickey” Stins, who currently faces a not guilty plea for first-degree murder. Video evidence reportedly shows Stins continuing to shoot Mullins even after he had fallen.

Authorities indicated that the two had shared lunch hours prior to the incident. During a preliminary hearing, a Kentucky State Police detective disclosed that Stins attempted to call his daughter and then Mullins’s phone, raising questions about their relationship.
