ICE Director Lyons Offers Insight into the New Fight Against Cartels

Record Drug Precursor Seizures by US Authorities

In a significant intensification of the federal campaign against cross-border drug cartels, the US Immigration and Customs Enforcement Agency (ICE) has announced the confiscation of unprecedented shipments of illicit drug precursor chemicals being transported from China to Mexican cartels.

Acting director Todd Lyons told Breitbart News that the interception of these shipments has transformed them into a “weapon of mass destruction.” He noted, “We intercepted them on the high seas…we stopped them from coming from China before they went to Mexico.” This assertion highlights the unprecedented nature of the seizures.

These operations, conducted in international waters, were coordinated through the Homeland Security Survey (HSI) and mark a strategic shift for ICE under President Donald Trump and Homeland Security Secretary Christa Noem. Lyons described the collaborative approach involving various agencies, including the DEA, the FBI, and the Department of Defense.

“All of our partners were… key,” Lyons said, adding that President Trump has classified these cartels as foreign terrorist organizations, allowing for a broader strategy. “Secretary Noem has removed the handcuffs from us.”

The announcement of these significant seizures came soon after Trump unveiled a targeted attack on terrorists associated with the Tren de Aragua and various panga boats transporting substantial amounts of drugs destined for American cities.

During a press conference in Houston, Lyon joined lawyer Janine Piro, who detailed the seizure, according to reports from Breitbart Texas. The operational success included the confiscation of about 363,000 pounds of benzyl alcohol—an ingredient used in the illegal manufacture of amphetamines and benzyl chloride—and 334,000 pounds of N-methylformamide, a chemical monitored by the DEA for its use in producing controlled substances.

The two maritime interceptions took place in international waters near Panama and involved 1,300 barrels of these hazardous chemicals. Piro emphasized the scale of the operation, explaining that it would require 24 semi-truck trailers to transport the seized materials to a secure location.

Designating the cartels as foreign terrorist organizations enables better intelligence sharing, military cooperation, and increased international pressure. Lyons stressed that the goal is more than just arrests; it’s about dismantling the overarching infrastructure supporting drug production and distribution.

The fentanyl crisis has escalated alarmingly in recent years, resulting in over 70,000 fatalities annually due to synthetic opioids. The maritime blockade targeting ICE’s precursor chemicals is seen as a direct attack on the sources of this epidemic.

This operation is part of a broader resurgence of the ICE mission under the Trump administration, which emphasizes border security, deportation of criminal foreigners, and disruption of cross-border crimes. Lyons asserted that agencies are moving beyond political constraints and bureaucratic delays.

“I think it was voted by Americans, right?” Lyon remarked. “Immigration and customs enforcement agencies are not just arresting people here illegally. We are genuinely affecting public safety.”

He concluded that the work initiated in Houston is now moving to the Homeland Security Task Force to further mitigate public safety threats in communities.

In July, ICE launched a Homeland Security Task Force in Houston, collaborating with the FBI to address emerging threats from cross-border criminal organizations in southeastern Texas. This follows a string of nearly 1,400 arrests made in the Houston area in June.
