Change in UK Government After Resignation
LONDON – British Prime Minister Kiel faced a significant shake-up in his cabinet on Friday, following the resignation of his senior aide due to a tax mishap related to home buying, which has left a noticeable gap in the Central Left Labour Government.
David Lamy, the Foreign Secretary, has been appointed to replace Angela Rayner as Deputy Prime Minister, while also taking on the judicial portfolio. Yvette Cooper has transitioned from the Ministry of Home Affairs to become the Secretary of Foreign Affairs, and Shabana Mahmoud has stepped into the role of Secretary of Home Affairs.
Rachel Reeves, the Treasury Chief, remains in her position, marking a historic moment where the top three offices under the Prime Minister are held by women for the first time.
This cabinet reshuffle comes in the wake of Rayner’s resignation, which followed an independent investigation that found her recent purchase of an apartment in Hove, on England’s southern coast, didn’t align with the ethical standards expected of government ministers. Although the report noted she acted in good faith, it also stated she should have sought more directed advice.
In her resignation letter, Rayner expressed, “I take full responsibility for this error. I want to stress that I intend to pay the correct amount.” In response, the Prime Minister conveyed his disappointment but acknowledged that she made the right call by resigning.
Rayner’s letter revealed admiration for her political accomplishments, stating, “I have great respect for what you’ve achieved.” She addressed this with deep sincerity, along with well wishes for her future.
As a prominent figure in the Labour Party, Rayner was seen as a potential successor to the Prime Minister. Her departure as Deputy Prime Minister and party’s deputy leader necessitates the selection of new candidates by party members.
The Prime Minister hopes these changes will help re-establish his political agenda shortly after concerns grew over Rayner’s future within the government.
His administration’s support has dropped markedly since last year’s overwhelming election victory, followed by a string of challenges regarding welfare reforms and public worries about immigration.
Despite her resignation, Rayner remains a British MP and has engaged with an independent advisor on ministerial standards regarding her situation, eventually leading to the report issued on Friday. The report acknowledged her “honest and dedicated” commitment to public service, yet noted a breach of the Minister’s Code of Conduct.
In the UK, property purchases incur taxes, with higher rates applied to pricier homes and secondary properties. Reports suggest Rayner managed to save around £40,000 (approximately $54,000) on her £800,000 ($1 million) home by not fulfilling the relevant stamp duty requirements.
Rayner, 45, sought to clarify that her failure to pay the full tax was linked to “complex living arrangements” stemming from her 2023 divorce and her son’s “lifetime disability.”
In her resignation letter, she mentioned the “significant pressure” the media scrutiny has placed on her family.
Rayner’s rise in politics, going from a teenage single mother to a trade union official, MP, and Deputy Prime Minister, is indeed notable in the landscape of British politics.
Her straightforward and relatable style stands in contrast to the more legalistic approach of her peers, making her a challenging replacement. She connected well with broader segments of the public that the Prime Minister has struggled to reach since taking office.
Holding a housing brief, Rayner was critical of those whom she felt were underpaid, particularly during the previous Conservative government that was replaced in July 2024.
However, her past remarks have led to accusations of hypocrisy, particularly from the current Conservative leader, Kemi Badenok, who asserted, “The truth is clear; she avoided the tax. She lied about it.”
