Trump Signs New Executive Order on Tariffs and Defense

On September 5, 2025, President Donald Trump announced a new Executive Order aimed at modifying trade agreements and tariff regulations, particularly for certain imports. This order builds on previous actions taken earlier in his administration, intended to address the ongoing trade deficit that the administration has identified as a threat to the U.S. economy.

The recent Executive Order, which is part of a broader strategy, outlines exceptions for U.S. trading partners regarding tariffs on specific products. This applies to goods that the U.S. cannot readily produce or source domestically in adequate amounts. Essentially, if these products can’t be grown or mined in the U.S.—or if there’s not enough domestic supply to meet demand—tariff reductions could be on the table.

“My willingness to reduce mutual tariffs to zero percent on certain imports or modify the tariffs under Section 232 relies on several factors. These include the economic value of the trade partner’s commitment and our national interests,” Trump conveyed through the order.

The list of products potentially benefiting from these changes includes items such as graphite, lubricants, and various forms of gold. Furthermore, the administration may exempt certain chemical compounds from tariffs, which are vital for producing common medicines.

In a notable shift, the Executive Order also updates the name of the U.S. Department of Defense back to its historical title, the War Division. This marks a significant moment, as it is one of 200 executive orders Trump has signed during the first year of his second term.

This new direction continues to reflect the shifting priorities within the administration, highlighting an emphasis on managing trade relations while also focusing on national security interests.
