State Department Suspends Anti-Misinformation Frameworks
The State Department has officially halted all measures aimed at combating misinformation from foreign nations, as announced on Wednesday.
In April, Secretary of State Marco Rubio declared the closure of the Counter Foreign Information Manipulation and Interference (R/FIMI) office, which was previously known as the Global Engagement Centre (GEC).
“By advocating for free speech, the United States safeguards the right to share American ideas while standing against harmful propaganda that poses threats to our national security,” Rubio stated.
The GEC was established in March 2016 through an executive order from then-President Obama, primarily to counter recruitment strategies employed by Islamic State terrorist groups. Following this, in December 2016, Congress broadened the GEC’s role to also include tackling foreign disinformation, a few months ahead of Robert Mueller’s probe into Russian interference in the 2016 presidential election.
Last December, the Biden administration restructured the GEC. This shift followed the end of its mandate as determined by Congress. Some lawmakers on the Republican side criticized the GEC for purportedly infringing upon First Amendment rights. At that point, around 50 GEC employees were transitioned to the R/FIMI framework.
In the recent announcement, the State Department conveyed that the foreign misinformation initiative became more about political censorship instead of genuinely protecting Americans from threatening foreign propaganda.
When announcing the R/FIMI’s closure in April, Rubio noted that the office had “spent millions of dollars to silence and censor the very voices of the Americans it was meant to serve,” labeling this move as a betrayal of the principles the country should cherish.
As per the State Department’s Congressional Budget Justification for 2025, the GEC was requesting $57.1 million in funding. Overall, the Biden administration sought $63.5 billion from Congress for the State Department, which includes resources for foreign initiatives and related programs.
