House Republicans block Democratic funding plan as government shutdown approaches

House Democrats Push for Short-Term Funding to Avoid Shutdown

On Tuesday, House Democrats made their final attempt to pass a government funding proposal as the deadline to prevent a government shutdown loomed. They are advocating for a temporary extension at the current funding levels, often referred to as a continuing resolution (CR), which is crucial before October 31st.

With the clock ticking down to avoid a shutdown—less than twelve hours remaining—Democrats gathered on the House floor, hoping to achieve unanimous consent for the bill. However, it’s worth noting that just one Republican could block this initiative. Meanwhile, many Democrats waited on the floor, seemingly uncertain about the next steps.

Understanding Shutdowns: Who’s in, Who’s Out?

In an interesting turn of events, Rep. Morgan Griffith, a Republican from Virginia, ignored repeated calls from Democrats while the House was in session, effectively disregarding what was supposed to be a brief gathering. Following the session, a muted chant of “Shame on You” was heard from the Democrats, expressing their discontent.

The Constitution mandates that legislative bodies hold brief sessions, known as “pro forma” sessions, every few days to ensure continuity, even in the absence of pressing legislative matters. These sessions might also serve as platforms for lawmakers to make brief speeches or introduce new measures.

Democratic Response to Shutdown Threats

Earlier in the month, the House had approved a CR led by Republicans, largely along party lines. This would keep the government funded at its current level until around November 21, thus giving Congress more time to negotiate for the 2026 budget. This measure excludes various policy amendments and is anticipated to save roughly $88 million, aimed at enhancing security for lawmakers and government institutions.

Frustrated with the ongoing debates over government funding, Democrats are pushing for an extension of Obamacare grants established during the COVID-19 pandemic, as well as calling for a reversal of recent Medicaid cuts supported by Republicans. Their alternative CR proposal seeks to restore federal funding to NPR and PBS, which faced cuts earlier this year.

Republicans, including former President Donald Trump, have accused Democrats of making unreasonable demands that have effectively held federal operations hostage. The House’s CR is expected to be brought before the Senate later on Tuesday, where some Democratic support will be necessary to surpass the 60-vote requirement to dodge a filibuster.

If the legislation does not pass, the government risks entering a partial shutdown as the night progresses.
