House Oversight Republicans Release Report on Biden’s Condition

On Tuesday, House Oversight Republicans shared a report claiming to confirm persistent allegations regarding former President Joe Biden’s mental and physical health during his presidency. The findings suggest that his aides may have acted without his direct engagement or awareness.

This 93-page document, titled “Biden Autopen Presidency: Decline, Delusion, and Deception in the White House,” stems from over 47 hours of depositions involving 14 former officials from Biden’s administration, led by Chairman James Comer (R-Ky.).

The report accuses Biden’s senior aides, including his physician, Dr. Kevin O’Connor, of structuring communications to cover up the president’s condition. This allegedly involved using autopens to approve significant executive actions like orders and pardons.

“In the face of President Joe Biden’s cognitive decline, White House aides concealed the truth about his ability to serve as president,” the report stated.

It alleges that automatic pens were sometimes used to sign executive orders without Biden’s explicit consent, raising questions about the validity of those actions.

“Without adequate documentation proving that President Biden, despite his cognitive decline, made a specific decision, such a decision could be deemed unenforceable and invalid,” the report noted.

“The Department of Justice should immediately review all executive actions taken by President Biden from January 20, 2021, to January 19, 2025, particularly focusing on pardon actions,” it continued.

During this investigation, the Republican Majority Committee interviewed 14 witnesses, gathering about 47 hours of testimony over three months.

  • Dr. Kevin O’Connor – Biden’s personal physician, who invoked the Fifth Amendment during testimony.
  • Anthony Bernal – Former Chief of Staff to Jill Biden, also invoking the Fifth Amendment.
  • Annie Tomasini – Former Assistant to the President, who similarly invoked the Fifth.
  • Ashley Williams – Former Deputy Director of Oval Office Operations.
  • Ian Sams – Former Press Secretary for Biden’s Office of Counsel.
  • Jeff Zients – Former White House Chief of Staff.
  • Ron Crane – Former Chief of Staff.
  • Neera Tanden – Former senior advisor to President Biden.

“None of the witnesses admitted to concerns about President Biden’s cognitive state, and many couldn’t recall discussions about his mental health,” the report indicated.

Following this investigation, Dr. O’Connor has been referred to the D.C. Health and Medical Commission over allegations regarding his potentially misleading medical evaluations.

“His reluctance to answer questions about his role as the President’s physician raises doubts about whether he met his obligations to the country,” the committee’s report said.

It went on to recommend the District of Columbia Board of Medicine investigate Dr. O’Connor’s actions for possible misconduct during Biden’s medical care.
