Trump Says SNAP Funding Depends on Democrats Ending Shutdown

President Donald Trump stated that lapsed food aid benefits will only be restored once the government shutdown is resolved, which he announced would be ending on Tuesday.

This decision follows two recent court rulings directing the administration to allocate emergency funds for the Supplemental Nutrition Assistance Program (SNAP) benefits. However, the U.S. Department of Agriculture (USDA) announced in late October that it would not utilize these funds, as detailed in a memo from officials.

In a post on Truth Social, Trump remarked, “The extra benefits that have increased by billions during crooked Joe Biden’s disastrous tenure…will only be given if the Radical Left Democrats open the government, which they can easily do, and not before!”

White House press secretary Caroline Levitt provided further clarification during a news conference, stating that the administration is “fully compliant” with the court ruling. She mentioned, “SNAP recipients need to understand that it will take some time to receive these benefits because Democrats have put the administration in a very untenable position.” She added that while they are managing an emergency fund for extraordinary situations, the president hopes to avoid future reliance on this resource.

Levitt explained that the USDA had sent guidelines to states on how to distribute the funds to SNAP recipients, but this process would require time. She emphasized that the fastest way to ensure these recipients receive their full benefits is for Democrats to reopen the government.

On Monday, USDA agreed to make partial payments to sustain SNAP funding.

A federal court in Rhode Island had ordered Trump to pay these food aid benefits in full by Monday or partly by Wednesday. Judge John McConnell highlighted that the reserve funds are critical for the program’s operation, stating, “A funded government shutdown does not eliminate SNAP; it just eliminates SNAP funding.”

Trump echoed concerns about American hunger caused by government closure, asserting that he had instructed his attorneys to seek court clarification on how SNAP can continue to be funded legally.

The USDA usually supports around 42 million Americans with food assistance. Initially, SNAP benefits were secured during the shutdown, but a late October memo indicated a reversal on the USDA’s stance, leading to withheld funds. Democrats argue that the president has a duty to utilize the available funds.

Prior to the shutdown, the USDA indicated there was a genuine need to ensure benefits for October were mandated before September, allowing for program funding even during potential government closures.

However, reports surfaced that no reserve funds were accessible to uphold SNAP during the shutdown, according to a memo from the USDA. It stated, “SNAP emergency funds are only available to supplement regular monthly benefits when appropriated funds are insufficient,” claiming that without appropriations for periodic benefits, reserve funds were not available for fiscal year 2026.
