Safeguarding Children While Advancing AI Development

Addressing the Challenges of Technology for Today’s Youth

As a mother of three, including a teenager, I witness how rapidly evolving technology affects our youth. Parents are striving to steer their children through the complexities of social media, smartphones, and nonstop online access, yet everything changes so quickly. Just when families grasp the impacts of platforms like Instagram, TikTok, and Snapchat, something new emerges: artificial intelligence, which is both promising and risky.

AI could revolutionize various sectors like the economy, healthcare, education, and national security. However, it also brings pressing concerns about safeguarding kids who often encounter new tech first. A growing worry is the emergence of AI chatbot companions. While they can offer fun and assist with schoolwork, they can also muddle the boundary between reality and imagination. This might lead impressionable youths to develop unhealthy connections or face unsuitable and potentially harmful interactions.

This risk isn’t just a hypothetical scenario. Reports indicate that some AI chatbots have engaged minors in conversations that overstep significant boundaries, including inappropriate discussions and even encouraging self-harm. For parents, this is not merely a concern—it’s completely unacceptable.

In his book Anxious Generation, Jonathan Haidt illustrates how ongoing exposure to technology and social media pressures contribute to a mental health crisis among youth. He effectively argues that the combination of smartphones and unregulated platforms robs children of essential experiences needed for their development into healthy adults. His findings resonate deeply with what many parents instinctively know: the digital landscape is altering childhood, often for the worse.

That’s why one of my main priorities in Congress is to safeguard children in the digital age. I was honored to lead the Kids Online Safety Act (KOSA), a bipartisan initiative aimed at holding major companies accountable while providing parents with better tools to shield their children from online threats. This legislation addresses the well-known harms of social media, and we continue to advocate for comprehensive data privacy laws to protect children from digital dangers.

However, as new technologies continue to arise, Congress must respond proactively. Recently, I introduced the AI Warnings and Resources for Education (AWARE) Act, which is the first bill in the House targeting the use of AI chatbots by minors. This law requires the Federal Trade Commission to develop accessible resources for parents, educators, and children regarding safe interactions with AI. Families will gain insights on how chatbots operate, the risks involved, and strategies for ensuring safety.

While parents ought to lead the charge in protecting their kids from online threats, today’s children are exceptionally tech-savvy, and parents shouldn’t feel solitary in this digital landscape. Government has a role in making sure families are equipped and informed, all while considering regulations that won’t hinder innovation or push it abroad. The AWARE Act aims to find that balance, helping families secure their children while fostering AI development in beneficial ways.

Ultimately, safeguarding children transcends political lines. It’s a duty we share as parents and lawmakers alike. Just as we ensure our kids use car seats and adhere to toy safety standards, we must also ensure that the digital tools they engage with are safe and suited to their age.

AI is not going anywhere and will influence the future that our children will step into. We must advocate for a future where technology works for families, not the other way around. With responsible leadership and a steadfast commitment to child protection, we can welcome innovation while ensuring children’s safety. This focus will remain a key priority for me in Congress.
