Women Claim County Officials Operate a Sex Ring Involving Sex, Drugs, and Murder

The murder of a district judge in Letcher County, Kentucky, has raised serious concerns about a long-standing sex ring allegedly involving local officials. Women have come forward with their experiences of sexual coercion and drug abuse connected to these officials.

One woman, Tyre Adams, shared her story, claiming that District Judge Kevin Mullins, the murder victim, was at the center of a sex trafficking operation. According to her, this ring facilitated drug exchanges and other illicit activities through the county’s courtrooms and jails. Adams expressed that she, too, had been victimized.

Adams, a recovering drug addict who had previously been incarcerated in Letcher County, discussed suspicions surrounding these activities. “Sex trafficking, extortion, for-profit prisons, embezzlement—these are the realities in our courts,” she stated.

During her time at the courthouse when she was 16, Adams alleges that Mullins paid her for sexual favors, effectively grooming her for sex work linked to influential people within the courthouse.

She added that Mullins had a preference for cocaine and indicated that sexual acts and drug use were common occurrences in the courthouse, including in the very room where he was later shot.

The community of Letcher County, which has about 20,000 residents, was left in shock following the events. Video footage reportedly showed former Sheriff Sean “Mickey” Stein entering Mullins’ office in September 2024 and firing multiple shots at him.

Stein has since been arrested and is awaiting trial, though his attorney has not commented on the matter.

Adams’ claims find some backing, as NewsNation reporters connected with several other women willing to corroborate similar experiences with Mullins. A few others shared their stories anonymously out of fear for their safety, but they also acknowledged the troubling allegations.

Collectively, these accounts, along with court documents, depict a landscape of significant corruption. A prison officer likened the facilities to brothels, with reports of officers engaging in sexual activities with inmates in exchange for favors or contraband. Some officers even allegedly took inmates home with them.

Audio from a victim’s interview before Mullins’ death revealed disturbing claims of judges, including Mullins, engaging in sexual acts with inmates in exchange for lighter sentences.

While Adams mentioned she wasn’t forced into sex during her prison time, she did witness other inmates being exploited.

Adams claimed that Mullins continued his illicit behavior right until he was 20. After her departure, it seemed the unacceptable conduct persisted, becoming almost normalized in the court system.

Just days before Mullins was shot, Stein had given a deposition in a civil lawsuit tied to allegations made by Sabrina Adkins. Adkins claimed former officer Ben Fields coerced her into sexual acts while she was incarcerated.

In the deposition, Fields had allegedly downplayed her concerns about financial obligations related to home confinement, suggesting they would “figure something out.” He has previously been convicted of serious offenses but insists his relationship with Adkins was consensual.

Another plaintiff, Jennifer Hill, joined the suit and alleged coercion due to Fields’ authoritative position. Sadly, she passed away in 2023 before the lawsuit could proceed, and her claims were dismissed. Adams speculated that Hill may have been a victim of foul play.

When Stein was arrested, footage showed him expressing paranoia about his situation, fearing for his life.

He underwent a psychiatric evaluation days after the incident, where experts noted that he seemed confused and disoriented, responding to internal stimuli and having bouts of belligerence.

This atmosphere of anxiety appears to permeate the community. Women have shared their fears about coming forward, while one local investigator mentioned feeling stalked. Adams herself, in a moment of reflection, expressed the weight of responsibility and fear she feels.

Adams also pointed fingers at the Addiction Recovery Center (ARC), claiming it contributes to ongoing corruption by keeping vulnerable individuals dependent on drugs, which makes them targets for exploitation.

Currently under investigation, ARC has not responded to requests for comments. Adams has reached out to the FBI, hoping for intervention before she could be silenced.

The Kentucky State Police issued a statement affirming that their investigation is active, though they did not address the allegations of a sex ring within the county.

Neither ARC nor the Letcher County Sheriff’s Office responded to inquiries for comments.
