Contract Negotiations Between Aspirus St. Luke’s and Blue Cross Blue Shield of Minnesota
Aspirus St. Luke’s and Blue Cross Blue Shield of Minnesota (BCBSMN) are in talks to extend their contract beyond 2026, particularly focusing on reimbursement rates, as noted in a joint statement from both entities.
Aspirus St. Luke’s Hospital remarked in a statement issued on December 2 that it is committed to negotiating fairly with BCBSMN to ensure that patients covered by BCBSMN can continue to receive quality care from trusted providers into 2026 and beyond.
Should an agreement not be reached by the end of this year, Blue Cross has stated that it will assist its members in transitioning to other providers within its network. Those eligible for continuity of care will still have access to their current care team at Aspirus.
BCBSMN confirmed it is actively negotiating to renew the contract and, if an agreement fails to materialize by the year’s end, will help members find new providers while ensuring that those needing ongoing care can continue with their Aspirus team.
Aspirus has highlighted challenges such as increasing costs, workforce shortages, and cuts in Medicaid funding. The hospital claims that Blue Cross reimburses at lower rates compared to other providers in Duluth, despite Aspirus generally having lower overall care costs. They stated, “This is not sustainable. We are advocating for equity on behalf of our patients and our community.”
On the other hand, Blue Cross expressed disappointment over Aspirus St. Luke’s decision to terminate its contract in search of a higher reimbursement rate. They remarked, “At a time when we should be collaborating to keep healthcare costs affordable, Aspirus St. Luke’s Hospital is requesting increases exceeding market standards, even though its overall costs are already above the state average.”
Consequences of No Agreement
If the two parties cannot reach an agreement, Aspirus St. Luke’s Hospital, along with Aspirus Lakeview Hospital, Northern Lakes Surgery Center, various affiliated clinics in Minnesota, and Aspirus facilities in Ashland and Superior, Wisconsin, will be removed from the Blue Cross network after December 31, 2025.
Both organizations stated that in-network access to Aspirus St. Luke’s will remain unchanged through December 31, 2025.
