Potential Loss of Insurance Coverage in Southeastern Idaho
POCATELLO — A number of residents in southeastern Idaho may soon find themselves without insurance, as a disagreement between Portneuf Medical Center and a major insurance provider unfolds.
Regence Blue Shield of Idaho, a prominent player in the local insurance market, has revealed that it is in the midst of discussions with Portneuf Medical Center, which is co-owned by Ardent Health Services and Portneuf Health Trust.
In a recent announcement, Regence stated, “Leaders at Portneuf Medical Center have informed us that they wish to terminate their contract with Regence for commercial and private plan members on June 15, 2026.”
This situation affects various facilities, including Portneuf Medical Center itself, along with Pocatello Medical Services, PHS Outpatient Services, and the Portneuf Ambulatory Surgery Center.
Regence expressed concern that Ardent Health is requesting significant increases in reimbursement rates—more than double the inflation rate—which they argue is untenable. They noted, “As a regional nonprofit health plan, our premiums directly reflect the prices charged by our provider system. While we’re willing to negotiate, we can’t accept the rates currently demanded.”
According to Regence, it aims to curb rising medical expenses by resisting these hefty increases from Portneuf.
They added, “Regence has been offering quality health care access to Idahoans for 80 years, investing 87 cents of every premium back into our members’ health care.” If providers seek more money, local businesses and plan members end up paying more for their care.
On the flip side, Portneuf has released a statement indicating they are pushing for increases due to perceived inequities with Regence.
They claim, “Regence currently reimburses Portneuf significantly less than other large insurance companies in our market and less than many of Idaho’s health systems. We also face various challenges, including unpaid claims and administrative hurdles, which can delay patient care unnecessarily.”
If no agreement is made by June 15, numerous Portneuf facilities and healthcare providers will exit the Regence network. This situation could result in patients experiencing higher out-of-pocket costs for any non-emergency care after that date.
Portneuf emphasizes that they are looking for a reasonable agreement that addresses these issues and ensures sustainable healthcare in the community.

Furthermore, certain patients may still qualify for ongoing in-network coverage from Portneuf facilities if they meet specific criteria, such as:
- Seeing a healthcare provider for serious or complex conditions, including certain chronic illnesses.
- Receiving institutional or inpatient care.
- Having a non-elective surgery scheduled.
- Being pregnant and receiving pregnancy-related care.
- Having a terminal illness.
