Alleged Assault of Disabled Man on Chicago Train Platform

A repeat offender is facing serious allegations after reportedly attacking a man with intellectual disabilities at a train station near Chicago. The incident left the victim with substantial injuries.

Authorities identified the suspect as 39-year-old Tommy O. Carter, who has a lengthy criminal history with over 40 arrests in Cook County, Illinois, according to reports.

On Monday morning, around 8:35 a.m., police responded to a call about a battery incident at the Harlem Blue Line stop in Forest Park, a suburb just outside of Chicago. When officers arrived, they found a 59-year-old man on the train tracks.

Reports indicate that Carter approached the victim asking for a dollar. The man, however, said he didn’t have any money. Prosecutors claim that Carter then pushed the man down, who managed to get back up. After that, Carter followed him onto the platform, punched him in the head, and shoved him onto the tracks. The victim came dangerously close to the electric third rail during the struggle.

Fortunately, a train was approaching, but the driver noticed what was happening and managed to stop in time. Authorities had to cut off power to the tracks to ensure that first responders could safely assist.

Security footage reportedly captured the entire incident, adding weight to the allegations.

The victim sustained multiple fractures to both knees and was hospitalized for treatment. Once they identified Carter on the platform, police attempted to detain him. He allegedly resisted and fought back while being handcuffed.

According to the incident report, as officers were escorting him to a patrol car, Carter is said to have spat at one of the officers, hitting him in the face. Even after arriving at the police station, he became agitated, throwing items like wet toilet paper and a shirt at the officers.

Carter was charged with attempted murder and multiple counts of aggravated assault against police officers. During the detention hearing, he reportedly shouted, “I’m the victim!” and claimed he was being mistreated.

A court denied a request for electronic monitoring in his case. Interestingly, Carter was on pretrial release for a previous incident involving charges for criminal damage to property and assault. Just last month, he reportedly refused to leave a building after being asked and became combative while in custody.

Carter’s criminal background includes seven felony convictions, among them a recent charge for unlawful use of a weapon, for which he received a two-year sentence in the Illinois Department of Corrections.

He is currently being held in custody, with his next court appearance set for December 19th.
