Nvidia's CEO Jensen Huang Talks with Trump About AI Export Rules and Regulations by State

Nvidia’s CEO Jensen Huang met with President Donald Trump this Wednesday to talk about restrictions on AI chip exports and expressed his concerns regarding national regulations on artificial intelligence.

During a press interaction, Huang shared that he discussed significant issues surrounding chip export restrictions with Trump. This conversation comes amid ongoing discussions in Congress about potentially regulating AI chip sales within the National Defense Authorization Act (NDAA).

Huang reiterated Nvidia’s position on export controls, stating, “We support export controls and have emphasized that American companies should secure the best and first access.” He also criticized the proposed GAIN AI Act, which would ensure U.S. companies like Nvidia and AMD get priority for AI chips before any sales to countries such as China. “The GAIN AI Act is likely more damaging to the U.S. than the AI Adoption Act,” Huang added.

In November, he had stated that China would win the AI race, although he later retracted those comments. At the Financial Times’ Future of AI Summit, he had remarked on the competitive landscape, hinting that China’s advantages—such as lower energy costs and a more adaptable regulatory framework—could benefit them in this race.

Huang’s comments come as US-China relations remain tense, particularly regarding technology and semiconductors. Despite Trump’s administration implementing a ban on Nvidia’s advanced chip sales to China, discussions between Trump and Chinese leader Xi Jinping continue to unfold.

After receiving criticism for his earlier remarks, Huang somewhat softened his stance, noting that while “China may win the AI race,” it’s crucial for America to compete effectively to bring in global developers.

Moreover, Huang voiced strong opposition to the idea of regulating AI on a state-by-state basis, saying it would significantly impede progress and could raise national security issues. “The U.S. must enhance AI technology swiftly, not hinder it with fragmented regulations,” he argued, advocating for uniform federal regulation instead.

In a recent appearance on the Joe Rogan Experience podcast, Huang shared his thoughts about Trump, stating, “He surprised me in many ways.” He added that Trump is an attentive listener and retains much of what is discussed with him. This led to a conversation where Huang pointed out that although people often focus on negative stories about Trump, “part of his appeal—and his brilliance—is his straightforwardness.”
