A new initiative in Texas aims to cut the residential property tax exemption period by ten years, which could help decrease property taxes for residents aged 55 to 65.
On December 11, Lieutenant Governor Dan Patrick, a Republican, introduced a significant property tax plan dubbed “Operation Double Nickel,” intended to alleviate financial strain on elderly homeowners.

In Texas, property taxes serve as a crucial revenue source for local governments and are collected by counties, cities, school districts, and special districts, including hospitals. Texas stands out because it doesn’t implement a state property tax; all taxes are determined locally.
Texas generally has one of the highest property tax burdens in the United States. The effective tax rate is approximately 1.58%, although this differs greatly depending on the area. For a house valued at around $300,000, this results in an annual tax bill of about $4,790 before any exemptions.

The proposed legislation would lower the age for senior housing tax exemptions granted by school districts (ISDs) from 65 to 55. This change would enable Texans to lock in school property tax values a decade ahead, providing homeowners aged 55 and older a longer period of relatively stable and often lower taxes.
According to estimates from Patrick’s office, roughly 3.3 million homeowners would save close to $950 per year, adding up to around $16,000 over ten years. The freeze on taxable value would remain as long as the homeowner retains the property, ensuring long-term stability.
In addition, the proposal offers wider relief, benefiting all 6.1 million homeowners statewide, regardless of age.
This initiative follows Governor Greg Abbott’s separate plan, which shares similar objectives but proposes a different strategy. Abbott’s plan suggests a constitutional amendment to limit local government spending, requires a two-thirds majority for tax increases, and seeks to eliminate school property taxes on homesteads.
