President Donald Trump has asked U.S. officials to facilitate “a lasting peace” between Ukraine and Russia, emphasizing a “very strong” package ahead of negotiations set for the weekend in Berlin.
This morning, U.S. officials briefed reporters about the ongoing discussions in Berlin, which include Ukrainian President Volodymyr Zelenskiy and other European security representatives. They met with Zelenskiy and his team for nearly six hours on Sunday and continued discussions for more than two hours on Monday.
Trump’s objective, according to officials, is to “prevent Russians from moving westward.” One official highlighted, “President Trump is intent on ending this conflict, aiming to stop the pattern seen with previous administrations.” Under Bush, Obama, and Biden, Russia’s westward movement was notable, and Trump hopes to cement a deal that concludes the issue entirely.
The discussions also turned to Ukraine’s economic condition, where it was noted that asset management firm BlackRock is offering its services to the World Bank to address this concern. An official remarked, “We’ve carefully examined the financial barriers Ukraine is facing. Trump’s aim is to reinforce Ukraine as a nation and ensure its military and security sustainability.”
Additionally, European countries involved in the dialogue underscored Ukraine’s significance to their own national security. They believe that for Ukraine to be a strong partner, it needs to be financially stable.
While security dominated the discussions, officials stressed that a comprehensive strategy was discussed to mitigate further incursions and consequences for any future violations. The current proposals were described as “the most robust set of security protocols” to date.
Officials echoed optimism about the strength of the current package. One stated, “I hope the Russians regard it and reconsider any potential breaches.” Alongside provisions for surveillance and conflict resolution, there are guarantees aimed at providing a sense of safety for the Ukrainian populace.
The basis of these negotiations leans heavily on a “very strong Article 5 guarantee,” which serves as a mutual defense provision. One official expressed confidence, stating that they expect Russia to accept these terms leading to a secure and independent Ukraine. “It could signify a substantial expansion of the euro free zone,” the official speculated.
Trump has reiterated his intention not to pressure Ukraine, allowing it to make final decisions regarding territorial disputes and other critical matters. Furthermore, there are ongoing conversations with European nations, particularly with Germany, the UK, and France. An official remarked on their cooperation, highlighting the unified goal of resolving this conflict.
Emphasizing the importance of a comprehensive approach, another official noted, “This is an all-out effort from both the U.S. and Europe to establish a strong proposal to present to Russia.” As talks continue, officials seem hopeful about narrowing differences between Ukraine and Russia. They are prepared to engage with both nations as needed, indicating a robust commitment to achieving sustainable peace.
