Investor Sells Pawtucket Stadium, Makes $20M Profit in Two Years

Pawtucket Stadium Investors Cashing In

Recently, it was reported that Rosemar Management, the lead investor in the Pawtucket Minor League Stadium project, is set to exit the venture with a substantial profit as the bonds for the stadium are being refinanced.

On Monday, Bloomberg highlighted that Pawtucket, Rhode Island’s investment in a new 10,500-seat soccer stadium along the Seekonk River seems to be paying off for one boutique investment firm.

Rosemar Management, which focuses on high-risk municipal bonds, is expected to see returns nearing 40% over two years, translating to around $20 million in profit from financing the construction of Rhode Island FC’s new venue.

However, the financial risks for Rhode Islanders are evident. A December report indicated that if the state fails to make the required bond payments over the next three decades, it could potentially harm Rhode Island’s credit rating.

Furthermore, Scott Schad from S&P Global US Public Finance Ratings indicated that while the new financing structure isn’t deemed a “moral obligation,” defaulting on bond payments may still threaten the state’s creditworthiness. It’s also notable that Rhode Island taxpayers are footing the bill for the bonds, despite the stadium being owned by a California investment group led by Brett Johnson.

According to Bloomberg, the payoff for Rosemar Management occurred in December when the Pawtucket Redevelopment Authority opted to buy back $54 million in stadium-related securities at a nearly 30% premium, while Rosemar agreed to redeem its bonds that were purchased at a discount in 2024. This instance in the bond market stands out for its quick and lucrative return.

Authorities replaced the previous high-interest debt with more manageable debt secured by yearly appropriations from the Rhode Island General Assembly, backed by a stronger investment-grade rating.
