Democrats Hesitate Over HHS Freezing $10 Billion in Child Care Funding Due to Fraud

HHS Freezes Child Care and Family Assistance Funds in Several States

The Department of Health and Human Services (HHS) announced on Tuesday that it has halted access to child care and family assistance funds in California, Colorado, Illinois, Minnesota, and New York. This decision comes amid rising concerns regarding fraud and abuse within state-managed programs.

Deputy Commissioner Jim O’Neill emphasized, “Families who rely on child care and family support programs deserve confidence that these resources are being used legally and for their intended purposes.” He also noted that the action underscores their dedication to maintaining program integrity and adhering to federal standards.

The freeze affects three specific programs overseen by the Administration for Children and Families (ACF). These are the Child Development Fund (CCDF), Temporary Assistance for Needy Families (TANF), and the Social Services Block Grant (SSBG).

In terms of funding, the restrictions include:

  • $2.4 billion from CCDF
  • $7.35 billion allocated for TANF
  • $869 million designated for SSBG

According to HHS, TANF and SSBG are designed to assist families with children, which includes helping with child care costs and other vital services. There are also reports that these benefits may be incorrectly granted to those who do not meet the eligibility criteria under federal law.

This funding freeze supports ACF’s Defend the Spend initiative, which now mandates that the five affected states provide justification and documentation before federal funds are released. Additionally, ACF has created a fraud reporting portal on children.gov for parents and community members to report suspected fraud or abuse related to these programs.

Alex J. Adams, Assistant Secretary for Children and Families, stated, “We have a responsibility to protect taxpayer dollars and ensure these programs serve the families they were created to support. We take action when we have credible concerns about fraud or abuse.” Funding will remain frozen for the three states until ACF verifies compliance with federal regulations.

A HHS spokesperson criticized Democratic-led states for allegedly allowing substantial fraud under their supervision. They conveyed the administration’s commitment to ensuring federal taxpayer dollars are used appropriately.

A senior official from the previous Trump administration claimed that funds were channeled to illegal aliens due to widespread fraud.

In reaction, California Governor Gavin Newsom referred to President Trump as “an erratic, habitual liar” following Trump’s assertion that an investigation into fraud in California had begun. Meanwhile, New York Governor Kathy Hochul characterized the freeze as a “frontal attack” on children, vowing to resist the situation passionately, arguing that children should not be used as political pawns in disputes involving blue state governors.
