Jonathan Turley States ICE Agent Seemed Justified in Shooting at Vehicle

Legal Perspectives on ICE Shooting Incident

Jonathan Turley, a law professor at George Washington University, commented on Thursday regarding footage that indicated Immigration and Customs Enforcement (ICE) agents may have been justified in firing at vehicles in Minneapolis, Minnesota.

The incident involved the shooting of 37-year-old Renee Nicole Good, who was killed in her car after allegedly obstructing federal immigration efforts and attempting to flee. On “Fox & Friends,” Turley suggested that the shooting could be considered legally permissible because the vehicle might be seen as a deadly weapon.

“By the standards of Tennessee v. Garner, this seems like a justified shooting. That said, it’s not a definite conclusion. We’ll need to wait for the investigation’s final outcome. More video would likely help, but what we’ve seen thus far fits that legal standard,” Turley noted.

The Tennessee v. Garner case, decided in March 1985, established that police may use deadly force against a fleeing suspect if they believe that the suspect poses a significant threat to officers or the public.

Turley also mentioned that he expects Good’s family to pursue multiple civil lawsuits related to the situation. He expressed skepticism about Good’s actions, stating that he did not view them as those of a legitimate observer during a protest.

“I have assisted statutory observers at demonstrations, and I must say, her actions do not align with those of a legal monitor. This person was more of an obstructionist,” Turley remarked.

Department of Homeland Security Secretary Kristi Noem reported on Wednesday that an ICE officer was injured and dragged by a vehicle in June. Between January 20, 2025, and November 2025, there were 28 reported vehicular attacks against ICE agents, representing a staggering 1,300% increase in specific types of assaults, according to DHS.

Noem emphasized that the rise in violence against ICE personnel has reached alarming levels, showcasing a 1,150% increase in assaults as of November 2025. This trend has been attributed in part to the rhetoric of sanctuary politicians.

Democratic Minnesota Governor Tim Walz declared at a press conference on Wednesday that the state is essentially “at war” with the federal government.
