A recent study by the Heritage Foundation suggests that American families are facing significant challenges, emphasizing that enhancing marriage and family formation should be a fundamental focus of federal policy.

The conservative think tank is advocating for broad policy reforms aimed at reversing the trends of declining birth and marriage rates. Among their proposals is the introduction of a $2,500 investment account for every newborn, alongside various other suggestions.

The report argues that government initiatives should actively promote and safeguard family formation rather than merely focusing on increasing fertility rates. It points out that while having more children is important, the context—how and within what type of relationships they are born—is equally critical. A healthy society relies on people aspiring to create families and freely engage in marriage and child-rearing.

Decades of cultural shifts and public policy decisions are credited by the Heritage Foundation for the decline in family structures. They highlight historically low rates of both marriage and birth, as well as an increase in children growing up outside traditional households. The report links these changes to broader societal and economic issues.

It claims that conventional family frameworks are vital, labeling the family as the “foundation of civilization.” The ideal situation for raising children, according to the foundation, is within a married couple—defined as one man and one woman.

Kevin Roberts, President of the Heritage Foundation, cautions that the nation is nearing a critical juncture concerning family disintegration. He expressed concern in a recent statement that American families are on the verge of collapse. He stressed, “If families continue to fall apart, this country will not survive.”

The implications of this breakdown extend far beyond family life, affecting the country’s future overall.

Roberts stated, “To ensure America’s Golden Age, we need innovative solutions like those proposed in this report that lay the groundwork for stronger families.” He believes that healthy families lead to robust communities, churches, schools, and businesses—and without them, freedom itself risks fading away.

The report critiques welfare and governmental programs for often setting up barriers that disincentivize marriage and family creation, arguing that the decline in family structures is a result of specific policy selections and not an inevitable trend. It calls for a “culture-wide Manhattan Project” aimed at revitalizing family norms.

To combat these trends, the report advocates for the removal of marriage penalties within the welfare system, mandates for federal agencies to assess their policies’ impacts on marriage and families, and encourages supportive policies across all government levels for traditional family structures.

Financial incentives are also suggested, including establishing a baby investment account starting with $2,500 at birth, aimed at promoting long-term economic stability for families. Other recommendations include expanding child tax credits and adoption incentives.

Interestingly, the report also addresses contemporary dating practices. It suggests discouraging online dating and proposes “marriage boot camp” classes to foster lasting relationships.

It notes that, currently, many couples in America meet online. However, statistics reveal that those who connect through dating apps have a higher likelihood—six times more—of divorcing within three years compared to couples who meet face-to-face. Additionally, there’s a concern that online interactions may reduce the likelihood of marriage altogether.

The report also touches upon how digital culture plays a role in declining family formation and suggests age restrictions for social media and certain AI chatbot platforms.
