Portland Police Chief Emotionally Confirms Connection to Gang

During a news conference on Friday, Portland Police Chief Bob Day became emotional as he confirmed that two individuals shot by federal agents had ties to the Torren de Aragua gang.

“There is definitely a connection between them and TdA,” Day stated, indicating that their involvement was evident.

He expressed reluctance in sharing this information, reflecting on the historical injustices related to victim blaming often seen in law enforcement. “I didn’t want to assume responsibility for the victims and was even considering keeping this information to myself,” he mentioned, emphasizing the careful approach he felt was necessary.

As he addressed his comments specifically to the Latinx community, he paused, visibly impacted by the weight of his words. “It makes me sad that I even have to clarify this, as I know your concerns and fears,” he added, wiping tears from his eyes.

Day clarified that the information was not meant to excuse or minimize the actions that had taken place. The Department of Homeland Security (DHS) subsequently released a statement identifying the two individuals involved as gang members, not an innocent couple, in response to a report by ABC 17 News.

The DHS identified the driver, Luis David Nico Moncada, as a Venezuelan national and a suspected member of the Torren de Aragua gang. Moncada had entered the U.S. in 2022 and was released under the Biden administration. His prior arrests included drunk driving and unauthorized vehicle use, culminating in a final removal order.

Yorlenis Bezabeth Zambrano-Contreras, also shot and killed, was said to be linked to the gang as well. She entered the U.S. in 2023 and reportedly played an active role in the prostitution ring associated with Torren de Aragua. She had also been involved in a previous mass shooting in Portland.

As of Friday night, officials reported that the two individuals were hospitalized and in stable condition.
