Venezuelan Man Indicted After Border Patrol Incident
A Venezuelan man, thought to be linked to the Torren de Aragua gang, was shot and killed after a confrontation with a Border Patrol agent in Portland, Oregon. On Monday, the Justice Department announced that Luis Nino Moncada has been indicted for allegedly assaulting a federal officer with a deadly weapon.
An unsealed federal complaint indicates that Moncada, an illegal immigrant, faced charges of aggravated assault. Attorney General Pam Bondi expressed the government’s stance, stating, “Anyone who threatens law enforcement will face the might of the Department of Justice.” She called attention to Moncada’s actions, which included ramming a Border Patrol vehicle.
Federal prosecutors detailed that on January 8, Moncada and a passenger, Yorlenis Bezabeth Zambrano-Contreras, attempted to evade a traffic stop in their Toyota Tacoma. This followed prior attempts to arrest Zambrano-Contreras, who was also found to have entered the U.S. illegally.
Moncada entered the U.S. in 2022 and had previously been arrested for offenses like drunk driving. Prosecutors noted that he was under an ongoing hearing for an order of removal. Zambrano-Contreras, on the other hand, appeared to have a more complicated past, allegedly involved in a prostitution ring linked to the Torren de Aragua gang.
When officers tried to stop them, rather than comply, Moncada reportedly reversed into an unoccupied Border Patrol vehicle and caused significant damage. This led agents to fear for their safety, prompting them to fire at Moncada, who then fled the scene.
Moncada eventually parked and called 911. Upon arrival, officers applied first aid, and Moncada mentioned “Ice” during treatment, presumably referring to Immigration and Customs Enforcement. Moncada admitted, during questioning, to deliberately crashing into the Border Patrol vehicle in an attempt to escape.
This incident emerged alongside a controversial week for immigration enforcement, particularly following another shooting incident in Minneapolis involving an anti-ICE protester. Reactions from political leaders, particularly from Oregon, highlighted a narrative of frustration toward federal policies regarding immigration. Governor Tina Kotek condemned the Portland shooting, attributing it to which she referred to as reckless administrative practices.
The shooting incidents have ignited protests nationwide, with condemnation particularly strong among Democratic leaders, reflecting deep divides on immigration enforcement strategies in the U.S.
