Baltimore City Health Department’s Diversity Initiative Draws Attention
The Baltimore City Health Department (BCDHD) is reportedly organizing its staff into two separate groups: a White Caucus and a Caucus of Color. This initiative aims to implement diversity, equity, and inclusion (DEI) practices funded by taxpayers and other sources.
Records reviewed by various news outlets reveal that the department hired an outside consultant for racial equity training. This consultant suggested that BCDHD should facilitate separate meetings for white individuals and those of color. It appears that city funds have been allocated to help white participants recognize their roles in systemic racism.
Documents indicate that BCDHD spent around $50,000 from 2022 to 2024 on a “Racism Elimination Workshop” run by the People’s Institute for Survival and Beyond, based in Louisiana. An internal email described this organization as “the OG radical organizers.”
Reportedly, BCDHD compensated the People’s Institute for involvement in monthly meetings aimed at white participants to foster awareness about racism and strategies to address it. Officials noted that these discussions allow white individuals to reflect on their own biases without putting pressure on people of color to provide answers.
Training sessions included significant expenditures on food, amounting to over $2,000 for a three-day event conducted by the People’s Institute in November 2024.
A spokesperson for the People’s Institute defended these measures, describing the meetings as “affinity spaces.” They pointed out that such groups can enhance employee engagement and retention by fostering support among members. These spaces allow for the sharing of ideas in a more meaningful and constructive manner.
Despite the significant investment, the effect and appropriateness of these initiatives have stirred dialogue within the community, leaving some questioning both their necessity and their impact.
