The suspension of income-based repayment plan forgiveness, a complete restructuring of the Public Employee Student Loan Forgiveness Program, alongside changes to the overall repayment system, greatly impacted borrowers. Nevertheless, around 121,000 people received loan forgiveness in 2025.

Although this might seem small relative to former President Trump’s extensive pardons, it’s still significantly higher than historical figures.

Investmentpedia estimates that around 117,280 borrowers had their loans forgiven in 2025 through the Public Service Loan Forgiveness Program, known as PSLF. This initiative allows public servant loans to be dropped after a decade of payments.

For many young individuals, this transition can be quite advantageous. Often, their earnings are low enough to qualify for a 0% federal income tax rate, so converting a traditional IRA to a Roth IRA might incur little to no tax penalties.
