Plan Unveiled to Renew the U.S. Commercial Maritime Sector

White House Unveils Maritime Action Plan

The White House released a 41-page strategy on Friday aimed at restoring the United States’ position in maritime matters.

This ocean action plan emphasizes four key areas: “Rebuilding America’s Shipbuilding Capabilities,” “Reforming Workforce Education and Training,” “Protecting the Maritime Industrial Base,” and “National Security, Economic Security, and Industrial Dependency.”

During a press briefing, Deputy Press Secretary Anna Kelly explained that the plan represents a comprehensive effort to rejuvenate the U.S. commercial maritime industry and enhance government procurement processes.

It outlines measures to tackle national and economic security issues in the maritime sector—priorities include bolstering the safety and resilience of maritime supply chains, increasing the number of U.S.-built and flagged commercial vessels, crafting strategies for Arctic waterway security, and updating government-owned shipping vessels.

Kelly highlighted the importance of cooperation among relevant agencies, stating that the plan lays the groundwork for better inter-agency coordination regarding ship acquisition programs. “We’re also looking at ways to improve maritime manufacturing and workforce development for the future,” she added. Additionally, there’s a focus on easing regulations to promote investment in the sector.

In an executive order dated April 9, 2025, President Trump directed various agencies to collaborate on creating this ocean action plan.

A senior White House official shared that since returning to office, President Trump has undertaken various initiatives in the maritime field, including a partnership with Finland for icebreaker production. The official remarked:

The President’s agreement with Finland allows for foreign investments that not only facilitate the development of Arctic patrol cutters and medium icebreakers—essential for safeguarding national interests in the Arctic—but also provide vital intellectual property needed for building such vessels.

“We’ve made significant investments in our first year and are now entering year two. The release of this plan marks the beginning of our next steps,” the official concluded.
