Kamala Harris States That the SAVE Act Should Be Halted as ‘40% Of Americans’ Lack Birth Certificates and Passports

Concerns Over the SAVE America Act

Former Vice President Kamala Harris raised concerns about the SAVE America Act, arguing that it unfairly targets individuals who lack basic documentation to register to vote. She highlighted that approximately 40% of Americans do not possess a birth certificate or passport, which the bill requires for voter registration.

In a recent interview, left-leaning podcaster Aaron Parnas discussed how the Republican-backed election integrity bill, currently under Senate consideration, could disproportionately affect those without necessary IDs. He pointed out that married women who have changed their surnames might also face difficulties.

“You know what the SAVE Act does? It requires you to show your birth certificate or passport to register to vote,” Harris mentioned during an episode of “The Parnas Perspective.” She added, “I don’t have exact numbers, but about 40 percent of Americans don’t have those documents.” Additionally, she mentioned that name changes after marriage complicate the registration process for women, creating barriers to voting.

Harris expressed further concerns, stating, “And, frankly, my concern, Aaron, is that when you look at what happened in Minneapolis, you really need to understand that this could have been basically a demonstration and a beta test of militarizing the streets of America to intimidate people into voting the other way.” Her remarks alluded to the use of federal agents to discourage voters.

The SAVE Act mandates photo identification for voters nationwide. According to a Pew Research Center report from August 2025, 83% of Americans, including 71% of Democrats, are in favor of such a policy. This legislation would also require proof of U.S. citizenship for voter registration.

Support for the bill includes endorsements from figures like President Donald Trump. However, Senate Minority Leader Chuck Schumer referred to it as “Jim Crow 2.0” during a CNN interview on February 15.
