The Office for Civil Rights (OCR) at the U.S. Department of Education has found that a school district in Colorado has breached federal civil rights law. Specifically, Jefferson County Public Schools is accused of allowing male students to use female restrooms, locker rooms, and competing in girls’ sports, which is a violation of Title IX.
In a statement released on Friday, OCR disclosed that a roster provided by Jefferson County indicated that up to 61 male students are listed on girls’ sports teams within the district.
The OCR asserts that this policy undermines the “safety, dignity, and equal access” of female students to educational programs and activities.
“Today’s report highlights significant Title IX violations by Jefferson County Public Schools, denying fairness and equality to female students by allowing them access to private facilities, accommodations, and athletic fields,” commented Kimberly Ritchie, the Assistant Secretary for Civil Rights.
Ritchie further emphasized the unacceptability of prioritizing “gender identity” over the rights of female students for equal opportunities, stating that school districts need to rectify these violations urgently to safeguard future generations of girls from gender discrimination. She noted that the previous administration will not cease efforts until female athletes receive full safety, opportunity, and legal protections.
The OCR has issued a resolution agreement to the district, demanding that officials comply within 10 days to avoid potential federal action.
The investigation initiated in June 2025 examined accusations against Jefferson County Public Schools for removing protections that required separate accommodations for boys and girls on district-sponsored trips.
As the inquiry unfolded, investigators discovered a range of violations, concluding that the district had permitted male students to access women-only facilities and compete on girls’ teams.
Title IX, established in 1972, forbids discrimination based on sex in educational programs and activities that receive federal funding.
