Lawmakers Unable to Resolve the Second Longest Shutdown Ever

Senate Fails to Resolve Partial Government Shutdown

The Senate was unable to resolve the partial government shutdown on Friday, as Democrats continued to block a vote aimed at reopening the government, citing policy disagreements. This marks the second occurrence of such a situation within a year.

Due to attendee issues, the Senate’s vote ended at 47-37 on what is now the 35th day of the Department of Homeland Security (DHS) shutdown. They fell short of the necessary 60 votes, leaving Transportation Security Administration (TSA) workers unpaid during one of the busiest travel periods of the year. This vote came amidst discussions on the SAVE America Act, which had been ongoing since Tuesday and is expected to continue into the weekend.

Democratic Senator John Fetterman from Pennsylvania was the only member of his party to support the initiative to reopen the government, a stance he has consistently held since the shutdown began. Besides affecting TSA, the shutdown has also disrupted other DHS agencies such as the Coast Guard, Cybersecurity and Infrastructure Security Agency (CISA), and the Federal Emergency Management Agency (FEMA).

The other Democrats stood united against funding the entire departments of Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) until their calls for significant reforms are met. Interestingly, these two agencies are the only ones within the department that received funding due to the Republican-backed One Big, Beautiful Bill Act (OBBBA) passed in July.

Republican Senator John Hoeven of North Dakota noted that the White House has made some moves, indicating some progress in discussions with Democrats regarding their demands. He emphasized the importance of conversations led by Border Czar Tom Homan, who he believes has credibility in the matter.

In contrast, Republican Senator John Kennedy from Louisiana expressed skepticism about the negotiations, stating that Democrats are unlikely to support any reasonable adjustments to ICE due to their party’s leadership and political dynamics.

The ongoing DHS shutdown is now only second in length to the record-breaking shutdown in fall 2025, which lasted 43 days and resulted in federal employees going without pay for a considerable period of time.
