Barr, who founded Caravan Health, argues that the U.S. healthcare system is not failing due to a lack of effort or technology. Instead, she points to deeper structural issues. According to her, genuine improvements in the system will require more than just advanced tools; it calls for a thorough reevaluation to tackle the issues surrounding data gaps and misaligned incentives.

Lynn Barr is a seasoned healthcare executive with years of policy expertise. She has navigated the complex intersections of healthcare delivery, data management, and reimbursement policies throughout her career.
After a successful stint in Silicon Valley, she earned an MPH in Health Policy from the University of California, Berkeley, after which she established Caravan Health. The aim was to facilitate a shift towards value-based care for rural healthcare providers. Remarkably, Barr and her team contributed to saving Medicare over $500 million, with half of those savings benefiting rural providers across 44 states.
Her experience extends to influential roles in health system design and data infrastructure at various governmental levels. Currently, she is also an adjunct professor at UC Berkeley and serves on the Medicare Payment Advisory Commission (MedPAC), which provides Congress with guidance on Medicare payment policies.
Driving Change Through Personal Experience
Barr’s dedication to healthcare reform springs from her direct experiences. She recognized how issues like fragmented data and complex administration were hindering both patients and providers, leading her to prioritize institutional reform.
An impactful part of her journey was when she worked as CIO at a 25-bed critical access hospital. There, she hired 50 staff members solely to navigate the intricate billing processes, revealing the heavy administrative load faced by many. Such resources could have been better spent elsewhere, but the inefficiencies in the system forced them into those roles.
A Vision for the Future
Despite ongoing challenges, progress is being made in healthcare, fueled by Barr and her team. She takes pride in their initiatives to empower local health leaders. Her mission is to cultivate a new generation of leaders who can reshape Medicare and Medicaid policies to better reflect real-world conditions, providing advanced training to rural mid-career professionals.
Looking ahead, Barr envisions a healthcare system equipped with secure, comprehensive patient data, enhancing care coordination and lowering costs. She believes that establishing a national data infrastructure within five years could help to significantly decrease healthcare expenses per person, all while boosting quality.
