US Backs Italian Candidate for Bosnia’s High Representative

US Secretary of State Marco Rubio stated on Wednesday that the US is backing Antonio Zanardi Landi as the next High Representative (HR) for Bosnia and Herzegovina (BiH). This endorsement came during a House Foreign Affairs Committee hearing where Rubio expressed confidence in Landi’s ability to bring “stability” to the role.

He mentioned, “The previous senior representative has resigned, so we have a new candidate that we are supporting. He is an Italian gentleman who we think will do a good job of bringing some stability to the position.” It’s interesting how roles like this can be so pivotal during transitions.

The Peace Implementation Council (PIC) steering committee met in Sarajevo on Wednesday and Thursday to address new appointments following the resignation of German diplomat Christian Schmidt on May 11. Reports indicate that Schmidt, who had been in the role since 2021, cited “personal reasons” for stepping down.

Established under the Dayton Peace Agreement, the High Representative Office is designed to oversee civilian priorities linked to the BiH peace agreement. The Department of Human Resources has significant authority regarding these civilian aspects, which was notably expanded by the PIC in 1997. This expansion granted the department “Bonn powers,” enabling them to enforce legislation and remove officials who breach the agreement.

A report specified that the US, UK, Germany, Italy, France, Japan, Canada, Russia, and the European Union are involved in selecting and supporting Schmidt’s successor. Typically, the chosen candidate receives backing from a UN Security Council resolution.

A State Department official mentioned the US “recognizes Schmidt’s many years of dedication.” Schmidt has served longer in this role than all but one individual since the position’s inception, contributing to the establishment of a sovereign Bosnia and Herzegovina.

The official added, “We expect a replacement High Representative to be elected at the June 3-4 Peace Implementation Council meeting without destabilizing delays. We anticipate the new High Representative will take office by the end of June.” It’s a complex process, and timing is crucial for maintaining stability in the region.
