Korean Residents’ Organization in Japan: A Mixed Legacy
Interestingly, Japan is home to a significant organization known as the General Federation of Korean Residents in Japan, or Chosen Federation, which actively supports North Korea, a nation that is often isolated internationally.
This group, founded in 1955, mostly comprises individuals from the Korean Peninsula. Its primary goal is to assist Korean residents in Japan while fostering a sense of community. Take education, for example. The federation operates a network of “Korean Schools” where students are taught the Korean language and culture. They also delve into North Korea’s history and ideology, as noted by various reports from teachers and students. Maintaining ethnic identity through cultural events is a key aspect of their work, which has been documented extensively.
Additionally, Chongryon works to advocate for the rights of Koreans living in Japan. Issues like discrimination and the push for better social standing are prominent in their discussions. Interestingly, some Japanese intellectuals have come to the defense of these schools, highlighting a complex relationship.
Yet, Chongryon’s close ties to the North Korean regime have stirred political debate both within Japan and abroad for many years. North Korea has faced significant global criticism due to serious human rights violations. Reports suggest that the federation has financially supported North Korea via remittances and trade, prompting the Japanese government to suppress its activities in an effort to curb financial support to the North.
The actual membership numbers aren’t disclosed, but are believed to be in the tens of thousands. Historically, this organization served as a strong anchor for the Korean community in Japan, but it appears to be experiencing a decline in membership.
Several factors contribute to this trend. There’s an observable shift toward assimilation into Japanese society, alongside an increasing number of individuals opting to move to South Korea for better opportunities. Moreover, the negative perception of North Korea has played a role.
As a result, the influence of Chosen Federation has weakened significantly when compared to its peak. There have been noticeable reductions in their facilities and financial stability. Although the organization persists, its ability for large-scale mobilization and social presence has diminished considerably.
