The complete text of the memorandum of understanding between the United States and Iran has been shared with the press, and the White House has confirmed the agreement’s terms.

The document highlights that both nations have “jointly agreed in good faith” to various stipulations, including Iran’s commitment to “reaffirm that it will not acquire or develop nuclear weapons.”

The United States and Iran have come together amicably to establish a framework for cooperation, set to take effect in 2026. Here are the key points:

  1. Both nations, along with their allies engaged in current conflicts, are declaring an immediate and permanent halt to military actions across all fronts, including Lebanon. They commit to preventing future conflicts and ensuring Lebanon’s territorial integrity.
  2. There is a mutual pledge to respect each other’s sovereignty and refrain from interfering in one another’s internal matters.
  3. The two countries aim to negotiate a final agreement that could potentially be extended for up to 60 days with mutual consent.
  4. The U.S. will begin a naval blockade and remove any interference with Iran, fully lifting the blockade in 30 days. During this time, maritime traffic will be restored to pre-war levels.
  5. Iran commits to facilitating safe passage for commercial vessels between the Persian Gulf and the Sea of Oman, with efforts to begin immediately and navigation expected to commence within 30 days while addressing necessary technical issues.
  6. The U.S. will collaborate with regional partners to establish a reconstruction and development plan for Iran, estimated to cost at least $300 billion, with implementation details to be finalized within 60 days.
  7. All forms of U.S. sanctions against Iran will be lifted, including those from the UN and unilateral U.S. actions, following the agreed timeline in the final agreement.
  8. Iran reaffirms its commitment not to develop nuclear weapons, and both sides agree to address the disposal of concentrated materials in line with guidelines from the IAEA.
  9. Until a final agreement is reached, both nations will maintain current conditions, with Iran preserving its nuclear program status and the U.S. refraining from imposing new sanctions.
  10. The U.S. pledges to exempt exports related to Iranian crude oil and other petroleum products until sanctions are lifted.
  11. In implementing the memorandum, any frozen or restricted funds of Iran will be made available, with agreed procedures for their release during negotiations.
  12. There will be an enforcement mechanism to ensure proper implementation of this memorandum and adherence to the finalized agreement.
  13. Talks for a final agreement will begin contingent on implementing specific sections of the memorandum.
  14. This final agreement will need approval through a binding resolution from the Security Council.

Notably, White House communications director Stephen Chan previously stated that a specific circulated document from multiple media outlets was not an “accurate” version of the draft agreement.
