Moreno Plans to Reintroduce Reid’s Birthright Citizenship Bill

Senator Bernie Moreno (R-Ohio) has announced intentions to bring back a bill originally proposed by former Senator Harry Reid (D-Nev.), aimed at revoking birthright citizenship for the children of undocumented immigrants and clarifying eligibility for such citizenship.

In a recent post on X, Moreno referenced remarks from Fox News’ Bill Melgin, mentioning that Reid introduced the Immigration Stability Act back in 1993. “It’ll be interesting to see how today’s Democrats react to the ideas from a party that previously valued American principles,” he stated.

Moreno asserted, “When I return to Washington, D.C., I plan to reintroduce this very bill. Let’s see how today’s Democrats engage with proposals from a Democratic Party that used to cherish this nation and its people!”

According to a press release, Reid’s bill, titled the Immigration Stability Act of 2026, aims to decrease legal immigration levels, limit annual refugee admissions, and more clearly define who qualifies for birthright citizenship.

This proposed legislation seeks to restructure family-based visas and eliminate employment-based immigrant visas to reduce overall legal immigration. It also plans to adjust family priorities, especially those related to parents of adult U.S. citizens.

Additionally, the bill would propose to cap annual refugee admissions at 50,000 and establish guidelines for the president to allocate slots based on humanitarian needs.

On the topic of citizenship and voting rights, the bill intends to clarify that “birthright citizenship doesn’t apply to children born in the U.S. to mothers who aren’t U.S. citizens or lawful permanent residents, remaining subject to foreign jurisdiction.”

It also looks to criminalize voting by noncitizens in any federal, state, or local elections, rendering such votes invalid.

Furthermore, the proposal aims to enhance border security by increasing the number of Border Patrol agents and implementing fees for border crossing, which would help fund these security measures.

A “dedicated Border Security Trust Fund” is also part of the plan, intended to finance additional border personnel, technology, and physical barriers.

Moreno’s announcement follows a Supreme Court decision where justices voted 5-4 against President Donald Trump’s reforms on birthright citizenship.

As reported by Breitbart News, although the court ruled 6-3 against Trump’s policies, Justice Brett Kavanaugh suggested that legislative changes could still be made by Trump and others in office.

Chief Justice John Roberts emphasized the importance of citizenship, stating, “The framers of the Fourteenth Amendment extended that promise to ‘all persons born free in this land,’ and we uphold that promise today.”

Moreno criticized the current Democratic leadership, stating, “Before the far-left took over, Harry Reid championed significant legislation aimed at abolishing birthright citizenship, preventing illegal voting, and holding employers accountable for exploiting undocumented labor. It was truly a commendable bill.”
