A proposed bill in California could make the state the first to require vehicles to be equipped with devices that can limit the driver's speed.

Senate Bill 961 requires direct vehicle modifications, including requiring all new cars sold in California to have a smart device that automatically limits the vehicle's speed to 10 mph above the legal speed limit. Senate Bill 960 would require Caltrans, the state transportation agency, to install new crosswalks and curbs on state-owned surface streets to better serve pedestrians, bicyclists, the disabled community, and transit users. It requires physical improvements such as lengthening.
