Ukraine’s government will explore changes to recruitment rules, potentially including changing age requirements, to strengthen its military against Russian aggression.
Ukraine’s Defense Minister Rustem Umerov argued in favor of amending the law, saying, “This law is necessary to protect our country and all our soldiers currently on the front lines.” “It needs to be approved as soon as possible.”
“Our team is already preparing a new version of the bill, taking into account all the proposals agreed in a working order with MPs at the Committee on National Security, Defense and Intelligence meeting.” Umerov added.
The previous bill did not receive full approval, leading to a recall. Umerov said in a Facebook post that the bill was developed over “six months in a working group” with representatives from all factions of the government.

“After registering the bill in parliament, we … took part in discussions and closed meetings and explained the need for this discussion,” Umerov said. “All warnings were heeded and taken into account.”

Umerov explained that the bill would allow for rotation of units in the Ukrainian army, arguing that the troops “need to be given an opportunity to rest,” and called delays in the process “unacceptable.”
“Fighters released from captivity must be given the option of remaining in the military. Those who choose to remain should have at least a few months off. That’s fair,” he wrote. . “Conscripted soldiers should eventually be allowed to return home. That’s right.”

One of the main issues in the draft is to lower the minimum draft age from 27 to 25, as well as to impose electronic call-ups and penalties for players who fail to respond appropriately to draft calls.

The new draft text indicates that mobilization will have a 36-month cap and include exemptions for potential recruits from higher education and professional fields.

As the government expands its military, Ukrainians are beginning to ask similar questions. NPR reported that Ukrainian President Volodymyr Zelenskiy said at a year-end press conference that military officials are seeking an increase of 450,000 to 500,000 new recruits.

President Zelenskiy refused to support this order without additional information, citing concerns about the significant economic costs of mobilizing such a recruitment drive. The head of Ukraine’s military, General Valery Zarzhny, denied the specific numbers requested a few days later, but criticized the conscription office.
