North Korea, a largely poor and poorly equipped country, typically treads a fine line by vocalizing serious threats of military attack coded in the language of self-defense.

In recent weeks, North Korean leader Kim Jong Un has ordered a complete abandonment of efforts toward eventual unification with South Korea, a long-term hope of both North and South since the outbreak of the Korean War.

Mr. Kim has stepped up his country’s industrial efforts in recent months with the goal of building a nuclear-armed navy to counter his policies. It is recognized as a threat from South Korea, America and Japan.

During a tour of naval facilities earlier this month, Kim said the navy is “the most important task in ensuring the country’s maritime sovereignty and strengthening its war preparedness.”
