President Joe Biden won the Democratic presidential primaries in Virginia and Vermont on Tuesday, according to media projections.
CBS News declared Biden the winner of the 99-delegate Old Dominion Democratic primary. Biden easily defeated Representative Dean Phillips (D-Minn.) in Minnesota’s 3rd Congressional District.

They also receive district delegates in proportion to the percentage of votes they receive in each congressional district. Candidates must receive at least 15% of the statewide vote to qualify for statewide delegates, and must receive at least 15% of the votes in that district to qualify for delegates in a congressional district. You must earn at least 15%.
Unless a challenger crosses that 15% threshold, Biden will win all the delegates at issue.
