A Texas rancher, along with Kinney County Sheriff Brad Coe, is suing President Joe Biden and Vice President Kamala Harris’ Department of Homeland Security (DHS) for allegedly allowing record levels of illegal immigration into their jurisdiction.
The Immigration Reform Law Institute (IRLI) has filed a lawsuit on behalf of veterinarian Michael Vickers, who owns a 1,000-acre ranch in Brooks, Coe, Atascosa and Kinney counties, asking a federal court to halt most of the Biden-Harris administration’s policies at the U.S.-Mexico border.

“At this point, it’s clear to everyone that the Biden administration is intentionally weakening border security in an effort to allow as many illegal immigrants into the country as possible,” said IRLI Executive Director Dale Wilcox. “This is not just a failure of policy or a violation of statute, it’s a blatant disobedience to the Constitution.”
The lawsuit accuses the Biden-Harris administration of “deliberately adopting a number of immigration policies that work in concert to encourage and facilitate the entry and release of record numbers of illegal immigrants into the United States while simultaneously preventing the deportation of the vast majority of aliens currently in the United States illegally.”
In particular, the lawsuit details the Biden-Harris administration’s parole pipeline, which has admitted roughly 1.2 million migrants into the U.S. since the beginning of 2023 at the border and via commercial flights.
The lawsuit states:
Defendant’s non-execution and parole policies caused substantial harm to Plaintiff Vickers’ Ranch. Defendants’ policies have resulted in the release of tens of thousands of illegal immigrants into the interior, who then travel across the country across Plaintiffs’ ranch prairies. It is common for foreigners to cause thousands of dollars in damage to fences and gates as they pass through ranches, and since the beginning of 2021, Plaintiff Vickers has incurred over $50,000 in damages to fences and gates alone. The plaintiff, Vickers, spent thousands of dollars to mitigate the environmental damage. [Emphasis added]
The foreigners also dump large amounts of trash and garbage as they cross the plaintiffs’ ranches, endangering food and water sources for the livestock. For example, Vickers has dissected cows’ rumens (large stomachs) filled with plastic bags and trash, and cows have sometimes escaped through fences and gates cut by illegal immigrants.

According to the lawsuit, the Vickers kept the dogs to guard the ranch. Their dogs have subsequently intercepted hundreds of illegal immigrants crossing the ranch, including members of the MS-13 gang, the Pro Tango Blast gang, the Hermanos de Pistoleos Latinos gang and the Mexican Mafia.
As a result, the lawsuit states, Vickers “must be armed with a pistol and rifle at all times in order to feel safe because of the presence of criminal groups that facilitate illegal immigration.”
“We hope the court will find Biden’s fight against the laws he should be enacting unconstitutional and put an end to these policies and issue an injunction,” Wilcox said.
