House Speaker Mike Johnson (R-Louisiana) and House Republican leadership are reportedly discussing attaching a bill to require proof of citizenship to vote to a stopgap spending bill.
If Congress cannot pass a spending bill, the federal government will shut down on Sept. 30. Congressional leaders are looking at a short-term spending bill that would fund the government beyond Election Day on Nov. 5.
Johnson and Republican leaders now Taking into consideration The SAVE Act, which would require proof of citizenship to vote in federal elections, would be attached to a short-term spending bill that would keep the government funded through March 2025.

A 2022 YouGov poll found that 65% of Americans support requiring proof of citizenship to vote in elections, including 48% of Democrats, 62% of swing voters, and 88% of Republicans.
Sen. Mike Lee (R-Utah) said Monday, @SpeakerJohnson “I blame Democrats for attaching the SAVE Act to the September spending bill. If blocking foreigners from voting is 'nonsense' to them, they'll have to explain that.”
