A 13-year-old boy was brutally raped on the staircase of a dilapidated housing complex named after liberal U.S. Supreme Court Justice Sonia Sotomayor.
According to police, the boy Sexual assault The boy was attacked by a man while he was taking out the trash on Wednesday at around 11pm, and according to the boy, the man put his hand over his mouth and raped him.

The man also stole the child's mobile phone, which he later dropped and police recovered as evidence.
Residents of the Bronx housing complex said the complex was subject to neglect, some of which may have contributed to the conditions that led to the horrific attack.
None of the rubbish dumps in the buildings were working, so residents had to throw out their rubbish, just like the boy who was allegedly assaulted had done.
They also complained about a lack of security, including doors that wouldn't lock.
“To me it's shocking. I mean, it's insanity,” one resident told WCBS-TV. “Anyone can come in here. They need more security.”
There are also no security cameras installed that could help identify the suspect.
“There should already be cameras in these buildings, I don't know why they don't have them,” another resident said. “If they could install cameras here, it would be very helpful.”
A New York City Housing Authority spokesman said only that resident safety is its “top priority” and that the complaints are being investigated.
Police described the suspect as a black man with a beard, bald head, dark skin, approximately 5 feet 10 inches tall, between 30 and 40 years old, wearing black jeans and a gray tank top.
