Kamala Harris announced that she supports abolishing the Senate filibuster to codify Roe v. Wade.
“We need 51 votes to actually restore in law the protection of reproductive freedom and the right of every person and woman to make their own decisions about their own bodies without the government telling them what to do,” she said.

As a candidate, Harris had not previously said publicly whether she would support bypassing the filibuster rule, which requires 60 votes to pass most major legislation, to enshrine abortion rights in federal law.

“She should be ashamed,” Manchin said.
Joe Manchin, a strong defender of the filibuster, has said he will not now support Kamala Harris, who has vowed to gut the filibuster to codify Roe into law.
“Shame on you,” Manchin, who is retiring at the end of the year, said on Capitol Hill. “She knows the filibuster is the Holy Grail of democracy. It's the only way we can continue to talk and work together. If she abolishes it, the House will be in a stronger position.”
Manchin said he would not support Harris for president because she has vowed to eviscerate the filibuster on the issue.
“That's not going to happen,” he said. “I think it would fundamentally destroy our country. And our country is more important to me than any individual or any individual's ideas… I think that's the most frightening thing.”
