Newsom Signs Bill Prohibiting Legacy, Donor Preference in College Admissions

California Gov. Gavin Newsom (D) signed a bill Monday that bans the state's public and private universities from using “legacy” preferential treatment programs or preferential treatment of donor children in admissions selection.

The bill is AB1780“From September 1, 2025, an independent higher education institution, as defined, may offer traditional or donor incentives in admissions to applicants as part of the regular or early admissions process. The law requires universities to submit annual reports on their compliance.

Curiously, there are no penalties for violations other than being listed as a violation.
