House GOP Moves to Make It Nine Times Harder to Vote to Vacate the Speaker

Two factions in the House Republican Conference brokered an agreement that would raise the threshold for a motion to remove the Speaker from one to nine people, a procedure used to force a vote to remove the Speaker.

CNN reported The House rules package for the 119th Congress includes changes to the motion to nullify the rules based on an agreement between the House Freedom Caucus and the Main Street Caucus. The outlet's Annie Grayer and Sarah Ferris wrote:

The conservative House Freedom Caucus and the pro-government Republican Main Street Caucus were in talks. speaker mike johnson – Regarding changes to the motion to resign, according to three Republican senators who participated in the discussion. Changes to the party's internal rules would nullify the procedural measures used to remove Mr Johnson's predecessor, Kevin McCarthy, from power. In return, Republican lawmakers will not push for amendments that would penalize members who vote against the rules.

If Mr. Johnson succeeds in raising the threshold, a key issue for him would be resolved in the next Congress, which CNN predicted Wednesday would give Republicans a majority in the House. The Republican conference must approve the deal on Thursday.

As noted by CNN, this tool was used to remove former House Speaker Kevin McCarthy (R-Calif.) in October 2023. Former Rep. Matt Gaetz (R-Fla.), who resigned on Tuesday after President-elect Donald Trump nominated him to be attorney general, filed the complaint. Motion to retire as Chair in October 2023.

Gaetz and seven other Republicans, many of them members of the House Freedom Caucus, joined Democrats in voting to fire McCarthy, leaving the House without a speaker for weeks. Because the House cannot proceed without a speaker, the Republican conference was under the microscope after multiple votes before finally selecting Johnson weeks after McCarthy's ouster.

A few months later, in May, Rep. Marjorie Taylor Greene (R-Ga.) filed a motion for Johnson to resign, but the motion was defeated on the floor.

Increasing the threshold from 1 to 9 protects the next speaker from the threat of a single member forcing a floor vote. Instead, nine Republican senators must reach an agreement before the process can be triggered.

Mr Johnson secured the party's nomination for chairman in a unanimous vote on Wednesday and is in position to win the gavel again. Once the 119th House convenes, Johnson will be the Republican candidate for speaker, facing a Democratic candidate, likely House Minority Leader Hakeem Jeffries (D-N.Y.).
