“In many cases where there is a lack of clarity, we worked directly with people who knew the employees or who knew the department's work to clarify the exact work they were doing.” The Trump administration said.

The exact process varies across federal agencies, but DOGE considers it, but takes into account key functions, professional responsibilities, and individual roles in each workforce reduction analysis. HHS has attracted special attention, particularly within the CDC, with great care in research functions, lab work, and outbreak monitoring and response.

“Healthcare is clearly an important goal for the president and for the new secretary,” the official said. “We want to make governments more efficient and reduce the size of our federal workforce, but we want to be very thoughtful about the key functions that governments need to perform.”

Officials said Doge would not begin evaluations with a given cost-cutting target, and there were no official orders federal agencies lined up for review.
